Massachusetts Division of Insurance Update
The Massachusetts Division of Insurance reminds everyone that the waiver of the examination proctoring requirement authorized by the Division during the COVID state of emergency has ended. All Self-study examinations must be proctored by an approved disinterested third-party.

What is a proctor?
A proctor must be a disinterested third party with no vested interest in the outcome of the exam. The proctor must be physically present as the student takes the exam. Proctor requirements may be stricter when taking a certification course or when a licensing credit applies. When taking courses with credit towards your professional license, the rules for any exams will be dictated by your licensing body.
What is a disinterested third-party?
A disinterested third-party is a person who:
- is over the age of 18
- is not in the direct line of employment with the test taker – i.e. not a supervisor or direct report
- has no financial interest in the success of the person taking the examination
- is not a relative
- is not a friend
- has no conflict of interest, financial or otherwise, with the test taker or exam provider
Here are some examples of someone who WILL qualify:
- Employee from another division of company
- Neighboring office personnel
- A licensed professional that is not a family member, friend or in direct line of supervision
- A librarian
- Test center employee
- Any other person who can meet the requirements as listed above
Here are some examples of someone who will NOT qualify:
- self – you cannot proctor your own exam completion
- spouse – this is a relative
- child, parent, sibling – also relatives
- close friend
- assistant, boss – these individuals either report to you directly or you report to them
These individuals fall into a gray area and it is up to you to make sure they meet the criteria required:
- ex-spouse – this person often has a financial interest in your career for child support or alimony
- acquaintance – aka almost, but not really a friend. This person has enough distance between you to not care if you do well on the exam or not.
