Insurance CE and PLE Changes Take Effect on April 29, 2025!<\/h2>\n\n\n\n

The Pennsylvania Insurance Department implements significant changes to the requirements for continuing education and pre-licensing education for insurance producers.<\/p>\n<\/div><\/div>\n\n\n\n

Pre-Licensing Training Requirement Eliminated<\/h2>\n\n\n\n

There will no longer be a requirement for pre-licensing education (PLE) for individuals seeking licensing from the Pennsylvania Insurance Department. Providers may continue to offer PLE training courses to aid with exam performance, but it will be optional to have those credits reported to the state prior to accessing the licensing exam. <\/p>\n\n\n\n

New Ethics Training Requirement<\/h2>\n\n\n\n

A 3-hour ethics continuing education requirement is now part of the licensing renewal requirement. The new rule states that all licensed resident producers, including resident\/non-resident title insurance agents, must complete at least 3 hours of continuing education classified in the credit authority of “Ethics”. Any completion of an ethics program prior to April 29, 2025 will not<\/span> count towards this requirement. Courses will be reviewed by the Pennsylvania Insurance Department starting April 29th and should appear in your favorite CE provider’s catalogs shortly thereafter. <\/p>\n\n\n\n

New Flood Training Requirement<\/h2>\n\n\n\n

A 2-hour flood insurance continuing education requirement is now in place for all property, casualty, or personal lines individuals regardless of whether that licensee sells flood insurance. <\/p>\n\n\n\n

Training Compliance Due Date<\/h2>\n\n\n\n

Existing licensees must complete the new training requirements by the later<\/span> of these two options.<\/p>\n\n\n\n

    \n
  1. 12 months of the rule taking effect – April 29, 2026<\/li>\n\n\n\n
  2. By the end of their current license term.<\/li>\n<\/ol>\n\n\n\n

    Here are some examples for how this will apply.<\/p>\n\n\n\n

    My existing license term is February 1, 2025 – January 31, 2027:<\/strong> I must complete the new requirements during my current license term or by 1\/31\/2027. This license term started before the rule was enacted so it applies to the term I’m currently in.<\/p>\n\n\n\n

    My license term is June 1, 2023 – May 31, 2025<\/strong>. I must complete the new requirements within 12 months or by 4\/29\/2026. This license term started before the rule was enacted, but will expire sooner than 12 months from the date of it taking effect. For that reason, I have a grace period that allows me 12 months from the rule being put in place to take the required training.<\/p>\n\n\n\n

    My license renewed already and my new term is now May 1, 2025 – April 30, 2027<\/strong>. I must complete the new requirements within 12 months or by 4\/29\/2026. The license term that was in effect when the rule was enacted expired on 4\/30\/2025. My new term started after the rule was in effect and so I have 12 months to complete the training.<\/p>\n\n\n\n

    I’m a brand new licensee with an effective date of May 10, 2025<\/strong>. <\/strong>I must complete the new requirements during my first license period. <\/p>\n\n\n\n
