Specifically, a signed proctor certification form is no longer required for exams that are administered online. If you would like to view the DOI announcement, you can find the Notice from the Nebraska Department of Insurance.

What is a Proctor?

Previously, Nebraska proctor requirements mandated that all online exams for insurance CE be administered in the presence of a proctor. The exam was to be completed by the agent, on a closed-book basis, without any outside assistance. The proctor could not be a relative, friend, or an acquaintance. Proctors had to be a disinterested third party over the age of 18 years unrelated to the agent.

Acceptable proctors were often hard to find. Agents who were trying to complete training in the convenience and comfort of their own home were forced to venture out in search of a library or office where they could locate a suitable proctor. This defeated the inherent benefits associated with taking coursework online. A paper certification signed by the student and the proctor had to be returned to the education provider after the exam. That documentation was required to be kept on file for the Nebraska DOI to audit.

When it came to proctored exams, providers often felt the burden as much as the student. It was an administrative burden to track down missing documents to ensure students received credit for the courses purchased. This new change is a win for both students and proctors. Nebraska agents should see faster processing times and easier completions of their insurance education. For one, the proctor requirement remains in effect for any courses limited to paper and pencil exams. Agents should still expect to complete their online insurance CE exams in a closed-book format.

The Nebraska Department of Insurance announced today that, effective immediately, the Nebraska proctor requirements for online self-study insurance CE will no longer require the need for a proctor.
